MSTest slow – until I switched off deployment

MSTest was painfully slow, every time a single unit test was run the entire set of assemblies was copied into the test run location which I’m sure is all well-and-good for CI but for developing and debugging is unusable.

I found a fix/workaround unchecking "Enable deployment" for our development machines and doing copies of config files in a pre-build step instead (which conditionally executes if running outside a CI build). The CI build uses a different local.testrunconfig file anyway so can continue as before.
